Student Location policies and Written Attestation processes

U.S. Department of Education Title IV regulations require institutions to have a student location policy and process in place for purposes of licensure Program Participation Agreement certification and disclosures. Additionally, under the July 1, 2024 regulations institutions have the opportunity to still enroll prospective students located in a "does not meet" state/territory if they attest in writing of their intention to seek licensure and employment in a state/territory where the program does meet educational requirements for licensure. We will provide considerations for Student Location policies and Written Attestation documentation, including examples that institutions of different types are using in their compliance efforts.
Licensure Compacts and Reciprocity Agreements

U.S. Department of Education Title IV regulations require institutions to determine if their programs meet educational requirements for licensure where the institution is located and where distance education students are located. Distance education is broadly defined to include any student taking one or more class online during the first term of enrollment in the licensure program. Licensure Compacts and Reciprocity Agreements may be useful information when making determinations about programs, but there are important considerations and potential pitfalls to keep in mind.
